THE IDAHO STOP IS NOW LEGAL IN UTAH

On March 16, 2021 Governor Cox signed the bill that allowed cyclists to treat stop signs as a yield and a red light as a stop sign.  This is commonly (or not so commonly) known as the "Idaho Stop" which first became law in Idaho in 1982. The purpose is twofold: 1) originally to modernize bicycle laws to free up time in courts for minor traffic violations 2) allows the bicycle rider to continue momentum of travel when it is safe to do so. When you stop completely, you have to put your foot down.  It's hard to get up to speed again in order to maneuver through the intersection safely. Studies have shown significant decreases in crashes at stop-controlled intersections.

UTAH STATE LEGISLATURE:   H.B.161   CYCLIST TRAFFIC AMENDMENTS

This bill modifies the traffic code by amending provisions related to operating a bicycle on the roadway.  This bill:

  1. provides that a person operating a bicycle approaching a stop sign shall yield the right-of-way to any vehicle in the intersection or approaching on another highway so closely as to constitute an immediate hazard during the time the person is moving across or within the intersection or junction of highways, except that a person after slowing to a reasonable speed and yielding the right-of-way if required, may cautiously make a turn or proceed through the intersection without stopping;
  2. provides that once a person operating a bicycle approaching a steady red traffic-control signal has stopped and yielded to all other traffic, the person may cautiously:
  3. proceed straight through the steady red signal; or
  4. turn left onto a highway that is a highway with a speed limit at or below 35 miles per hour and with two or fewer lanes of travel in each direction;
  5.  provides that after slowing to a reasonable speed and yielding the right-of-way, if required, a     person operating a bicycle approaching a steady red traffic-control signal may cautiously make a right-hand turn without stopping; and makes technical changes.
